Cabinet Secretary for Public Service, Human Capital Development, and Special Programmes, Geoffrey Ruku/handout

Public Service CS Geoffrey Ruku has pledged to fast-track the issuance of Good Conduct Certificates and enhance service delivery at Huduma Centres across the country.

Ruku who was speaking when he made an impromptu visit to Huduma Centre Thika on Tuesday assured citizens that the government is taking proactive steps to improve efficiency in accessing essential services.

He emphasised interdepartmental collaboration to streamline processes and address service delivery gaps.

The CS noted several areas requiring immediate attention to reduce delays and enhance the quality of services provided to the public.

He called on subcounty government officers to work more closely with Huduma Centres to ensure that essential services reach citizens at the grassroots level.

Expressing concern over the large backlog of uncollected documents, CS Ruku revealed that Huduma Centre Thika alone holds over 10,000 uncollected driving licenses, 1,500 birth certificates, and 8,000 national ID cards.

He urged Kenyans to collect their documents promptly.

Reinforcing the principles outlined in Chapter 232 of the Kenyan Constitution, CS Ruku reminded public servants of their duty to maintain professional ethics, manage resources efficiently, and deliver services in a responsive and equitable manner.

He also emphasised the importance of public participation and transparency.

The CS encouraged public servants to communicate openly about operational challenges with their supervisors and Ministry officials, assuring them of continued support and oversight.

He stated that surprise visits to service centers would continue to ensure high service standards are upheld.

“The President is public servant number one, and he has tasked me with ensuring that citizens receive timely and efficient services,” CS Ruku stated.

“These visits are not meant to intimidate but to reaffirm our commitment to quality service delivery,” he said.

He reiterated the Ministry’s dedication to recognising exemplary public servants while holding underperformers accountable, in accordance with public service regulations.
