President William Ruto leads the executive in the third National Executive Retreat in Kajiado on June 20, 2025 / PCS

The executive and top leadership of the government on Friday convened for the third National Executive Retreat at the KCB Leadership Centre in Kajiado county.

The three-day retreat marked the third such event since President William Ruto assumed office in 2022.

The National Executive retreat provided an opportunity to take stock of progress, evaluate impact, and make informed decisions about the government’s direction.

The agenda focused on six strategic areas: lowering the cost of living, eliminating hunger, creating jobs, widening the tax base, improving the foreign exchange balance, and promoting inclusive growth.

Implementation of the resolutions during the second half of the 5th Administration will consolidate the gains achieved and re-energise Kenya’s transformation journey, cementing opportunities for expanding economic growth and creating jobs that respond to the aspirations of the youthful population.

The leaders resolved to strengthen government service delivery to enhance the Administration’s delivery and deepen the confidence of the people in its ability.

The leaders resolved to reimagine the strategic vision for stimulating economic growth and job creation, defining pathways for charting the way ahead through a whole of aovernment approach.

The retreat resolved to maintain high foreign exchange reserves by stimulating export growth and reducing non-essential imports.

“Improving the quality of data on all agricultural sub-sectors to inform evidence-based interventions that will consolidate and sustain the gains achieved in production, incomes and jobs, accelerating off-take of farmers’ produce to put more money in the farmers’ pockets,” they resolved.

From the retreat, the government will upscale teacher recruitment to support the drive towards an optimal teacher-learner ratio, as well as continue effective implementation of the Competence-Based Education and Training.

They committed to building laboratories and other essential facilities to upgrade all schools to enable them to offer high-quality education.

The government will fine-tune the new funding model for universities by streamlining and enriching the mean testing instrument to ensure every student is placed in the right band and avoid disenfranchisement of any student.

They committed to registering every Kenyan and their dependents on the Social Health Insurance scheme to ensure every Kenyan enjoys radiant health, which will ensure optimal contribution to nation building.

“Rolling out supply and installation of modern medical equipment on different financing frameworks with counties and suppliers and completing reforms of the Kenya Medical Supply Agency (KEMSA) in accordance with the framework agreed upon between the National and County governments.”

They have committed to scaling up digitisation of all government services by ensuring all MDAs are onboarded on the e-Citizen platform, to further improve efficiency in public service delivery.

The government has resolved to complete the construction of ICT hubs across the country and the procurement of computers to run the hubs, embracing the whole of government approach in procuring the computers, including the local manufacture option.

“Migrating all hustlers into the credit worthiness bracket through financial inclusion options available from the hustler fund framework, scaling up the Affordable Housing Programme to move up the construction sector value chain and accelerating labour mobility coordination by signing up more Business Level Agreements and scale up those that were signed before by renegotiating them to engage more professional workforce.”

From the retreat, the leaders resolved to train more Kenyan youth in several foreign languages to improve their competitiveness for global jobs.

They will expand capacities in special economic zones and explore new markets for Kenya’s products.

The leaders resolved to deepen inter-governmental collaboration, securing bilateral partnerships that respond to the transformation agenda and create mechanisms for protecting the interests of Kenyans in conflict regions.

The retreat explored ways to deepen stakeholder engagement at different levels and streamline vertical collaboration.
