Rich beggars: Counties chase Sh113bn as cash in unpaid revenue piles up

Nairobi and Nakuru are owed Sh75.7 billion in revenue, a sum that exceeds the combined arrears owed to the remaining 45 counties and accounts for more than two-thirds of the Sh113.3 billion owed to all 47 second-tier governments.

According to the County Governments Implementation Review Report for the 2025/26 financial year by Controller of Budget Margaret Nyakang’o, Nairobi had the highest revenue arrears at Sh59.09 billion as of June 30 this year, followed by Nakuru at Sh16.64 billion.
