Isiolo Governor Abdi Guyo appeared before a Senate committee without an official agenda, invitation or scheduled meeting date, setting a precedent that could give county bosses leeway on when and how to appear before the Senate.
Governor Guyo, who was still under an arrest warrant at the time of his appearance, proceeded to table his administration’s responses to queries raised by the Auditor-General, potentially in violation of parliamentary procedures and Standing Orders.
