The Council of Governors’ vice-chairperson Mutahi Kahiga has
urged President William Ruto to go slow on frequent changes in government.
Speaking after a meeting between the CoG and Health Cabinet
Secretary, Aden Duale, Kahiga said Ruto should give him an opportunity to
acclimatize himself with the ministry.
He said that this way, Duale will lead effectively in achieving Universal
Health Coverage (UHC).
The Nyeri Governor said the implementation of UHC is currently
at a very critical stage, and the changes in leadership can hinder the progress.
“Listening to Waziri, we have made some very positive
progress, and my plea to President William Ruto is kindly let this CS stay here.
There is too much movement, and we are in the critical stage of implementation
of UHC.
“Give him time to acclimatize and to be able to push this
programme for the sake of Kenyans and for us within counties. We know this
changes sometimes become detrimental,” Kahiga said.
His remarks followed a meeting between Duale and the CoG
that lasted four hours.
Duale assured the county chiefs of a better working relationship, promising frequent consultations despite health
being a devolved function.
He noted that there have been gaps in the relaying of information,
as well as action on what had been agreed upon.
The CS insisted that a swift change is needed to create not
only a bond and synergy between the two levels of Government but also to give
way for the full implementation of the Universal Health Coverage.
Since coming into power in 2022, President William Ruto has
continued to reshuffle his cabinet since July 11, 2024, when he first did it.
Duale is also among CS who have served in at least three
ministries, including Defence, Environment and Climate Change, as well as
Health.
At the Health ministry, Duale is the third CS after Susan
Nakhumicha – the longest serving under Ruto administration – and Debora Barasa, who is in the Environment
docket.
