Washington’s incoming ambassador to Kenya, Henry Wooster, has signalled a more pragmatic US approach to Nairobi, rejecting the idea that Kenya’s growing ties with China amount to a shift away from Washington.

The US Senate confirmed Mr Wooster by voice vote on Wednesday, September 30, after unanimously advancing his nomination through the Senate Foreign Relations Committee.

He succeeds Meg Whitman, who left the Nairobi post in 2024.

His confirmation clears the final hurdle for the veteran career diplomat to become the next US ambassador to Kenya, as he prepares to take up the Nairobi post at a critical time ahead of Kenya’s 2027 General Election.

A career member of the Senior Foreign Service, Mr Wooster now steps into a post that had gone months without a confirmed ambassador, leaving Washington without a permanent voice in one of its most strategically important African partnerships.

His September confirmation hearing offered a glimpse of his approach.

He told the Senate Foreign Relations Committee that Washington’s principal concern regarding Kenya’s August 2027 elections would be stability and the avoidance of violence.

Mr Wooster said Washington “will watch closely” and that its interest is stability. “We are not picking sides in the election,” he said.

He made the remarks during his September confirmation hearing as he faced questions from Senator Chris Coons on how the US would approach Kenya’s next election.

His appointment comes as Kenya enters another politically significant election cycle, putting an experienced diplomat at the centre of one of Washington’s key relationships in Africa.

Mr Wooster told senators that Kenya is “indispensable” in East Africa and “walks its talk” on global security, pointing to its leadership of the multinational security mission in Haiti and its role in the fight against terrorism.

But it was his response to questions about China that offered the clearest signal of how he views Kenya’s foreign policy.

Asked by Senator Coons how he would pull Nairobi “solidly into the American orbit,” Mr Wooster said Washington does not see “ideological affinity” in Kenya’s relationship with China.

“That has been the case throughout the Cold War, when the surrounding countries in East Africa overwhelmingly went Marxist and Communist. Kenya did not,” he said.

Mr Wooster described Kenya’s foreign policy as “pragmatic”, reflecting Nairobi’s strategy of maintaining ties with competing global powers while pursuing its own interests.

The message from the incoming envoy is that Washington will have to compete for influence in Nairobi rather than expect Kenya to choose sides.

The relationship, he told senators, also offers room for deeper cooperation beyond security, particularly in trade, investment, health and technology.

Mr Wooster singled out Kenya’s technology sector, entrepreneurial environment and institutions as areas with potential for greater US economic engagement.

His confirmation hearing also exposed wider questions over the future of American engagement in Africa, including foreign aid, health programmes and competition with other global powers.

Senate Foreign Relations Committee chairman Jim Risch described Kenya as a US partner in sub-Saharan Africa while flagging disagreements over Nairobi’s closer diplomatic ties with China and its position on Sudan.

Mr Wooster is a career member of the US Senior Foreign Service with the rank of Minister-Counsellor.

He served as Chargé d’Affaires at the US Embassy in Port-au-Prince before his nomination to Nairobi and was US ambassador to Jordan from 2020 to 2023.

His previous assignments include senior roles in the State Department’s Bureau of Near Eastern Affairs and postings in Baghdad, Islamabad, Moscow and at NATO headquarters.

He has also worked with the US National Security Council and served as Foreign Policy Advisor to the Commanding General of US Joint Special Operations Command.

Before joining the Foreign Service, Mr Wooster was an Army officer.
